Job Description – Cost & Reporting Lead (BI 000772)

Jacobs are recruiting for their Palace of Westminster programme, delivering the Restoration and Renewal of the Houses of Parliament.
The Restoration and Renewal Programme (R&R) was established to tackle the significant work to preserve the Palace of Westminster and ensure it can continue to serve as home for the UK Parliament in the 21st century. Work has begun to establish a two-tier governance model which has been proven to work well on major projects. The Sponsor Body (now in shadow form) and Delivery Authority, will be set up following the passage of legislation as a statutory body and company limited by guarantee respectively.
The Sponsor Body will be a stand-alone organisation, overseeing the work of the Delivery Authority, acting as the single client accountable to Parliament. The Delivery Authority will be accountable for delivering the Sponsor Body’s requirements to budget and timescale and have the management capacity and expertise required for a programme of this scale and complexity.
The Cost & Reporting Lead is part of the Programme Controls (PC) team responsible for ensuring effective cost control is maintained via timely and accurate reporting and analysis as part of the R&R programme’s integrated delivery team.
This role will be responsible for production of Programme level reporting, with required robustness and clarity and in line with the overall reporting structure to assist the Project Managers and Programme Management team to make informed decisions.
Manage and direct the Cost and Reporting function in the co-ordination, administration and production of cost and reporting progress.
Maintain the existing Cost Management tool to ensure the accuracy of reported actual costs and forecasts, whilst aiding the selection, development and roll out of the programme’s Cost Management software
Create, control and maintain the programme’s Resource database to provide accurate resource and associated cost data for reporting and recruitment purposes.
Support the wider PC team to deliver timely and accurate reporting and analysis in line with the Programme Reporting Cycle.
Maintain/ implement changes to the cost baseline in conjunction with the Change Management and Commercial functions and assist with the assessment of change.
Manage the setting up of new processes and streamlining of current processes to deliver effective and efficient cost reporting and analysis for the programme.
Work closely with the Commercial function to ensure that the contractual positions are accurately reported, and any variances are identified.
Liaise with all parties within the integrated delivery team to ensure validity of cost, resource and forecast submissions.
Comply with Health, Safety and Wellbeing policies and standards to maintain a safe workplace.
Promote reporting controls and performances that are aligned with the R&R programme’s Vision, Strategic Themes and Goals.
Promote equality in the workplace and adopt appropriate behaviours when interacting with colleagues.
Take necessary care to properly protect the confidentiality, integrity and availability of Parliament information from unauthorised disclosure, modification or destruction.
Maintain the robustness of the reporting processes at Project level so that reporting provides trusted data that is timely and of a high quality.
Timely submission of cost and resource data in line with the Programme Reporting Cycle.
Liaison with the wider Programme team (project managers, contractors, HR and commercial functions) to ensure costs and forecasts are captured and reported accurately.
Responsible for the development and maintenance of cost and resource models to ensure reporting integrity.
Challenge forecast and reporting assumptions to ensure robust reporting.
Responsible for development of processes and procedures within the cost & reporting function.
Responsible for the implementation of cost and reporting systems.

Qualifications & Knowledge
Educated to Degree Level or equivalent.
Experienced in working with Project Controls in a Major Programme environment.
Excellent Excel and Microsoft Office skills
Ability to communicate cost and performance information to peers/managers/client in a way that is understood by all, especially those with limited knowledge of project controls.
Pro-active and able to thrive in a fast-past and dynamic environment.
Good attention to detail and skilled in interpreting and analysing cost and resource data.
Comfortable with challenging assumptions and processes in order to constantly improve the delivery of performance data.
Experience in managing a team is desirable.
